China drafts export controls covering AI, biotech and solar technologies

Why it matters for readers: If you follow global tech, this shows China is moving to control the spread of certain advanced technologies.
- The draft plan lists 40 key technologies in AI, biomedicine and photovoltaics for export controls.1
- Fourteen technologies were proposed for a complete export prohibition, including perovskite and tandem solar-cell module manufacturing and some cell and gene therapy platforms.1
- A further 26 technologies were listed for restricted exports, including polysilicon engineering technologies tied to production lines with annual output of at least 30,000 tonnes.1
- The announcement was published on October 16, 2026 by China's Ministry of Commerce and Ministry of Science and Technology under the title "Announcement No. 48".1
- Controls on next-generation solar manufacturing technologies could create licensing delays and affect efforts by countries such as India to move up the solar value chain.1
