   OpenSSL releases version 4.1.0 with DTLS 1.3 and performance optimizations

   OpenSSL 4.1.0 is a feature release that adds DTLS 1.3 support, RFC 8701 GREASE, new architecture and build-target support, and multiple crypto performance optimizations. The release also drops some legacy Windows targets, changes a utility dependency, and documents a known DTLS 1.3 KeyUpdate issue.
