A paper by David Schleicher argues that in the past three years many US states reformed property taxes to give big benefits to owner-occupied homes and shift costs onto commercial property. Some states have even considered abandoning property taxes for owner-occupied housing or entirely, driven by homeowner political backlash after rising home values increased perceived tax burdens.
